I'd suggest Bill showed the plan to 1200 well qualified prospects, i.e. presented in detail to 1200 people who were interested in building a home business, and had the funds, capability and desire to start today. When you've found 1200 people like that, then you too will get your 300.

It is about numbers, but it's easy to forget that bigger numbers aren't necessarily better! Talk to a 100 nutters and time wasters and you get no results and left feeling drained. Talk to 10 excited, interested people who are 'ready and able' and you get both results AND a boost from their excitement. The difference is qualifying people either very quickly, or ideally before they even contact you.
