emails set out are low?

Hi when i send out a email to all my prospects which i have 400 of i only get 3 or 5 in email tracking why not like 100 one day the 100 the other? to make the 400? please explain many thanks scott Welcome to 'The Smarter Way To Play'... p.s also what are trackbacks in the section below tags when posting?
